Games on Steam store are not evenly priced and that is because Valve wants games to be cheaper in areas where affording them is not easy. But there are some who trick the system using VPNs and changing country of origin to get several games on their accounts for a cheaper price.
With their recent update, Valve has taken measures to counter this issue by putting strict restrictions in place. They have put a limit on how often you can change your Steam account’s country. Users can now change the country associated with their Steam accounts once every three months and they will have to verify the change of country by making a purchase using that countries payment method.
In a further crack down on people buying games in cheaper regions, Valve added a limit on how often you can change your Steam account’s country.
Country may not be updated more than once every 3 months. Purchases can be completed using a payment method from your current region.

This is just another step in stopping miscreants from buying games at a cheaper price. The use of VPN is already against Steam’s policy. If someone is caught, their account will get banned and they will lose access to your games and frankly.
